The UAE Midday Break and Equipment Hire: Planning Summer Lifts

Every summer, outdoor work across the UAE stops for two and a half hours in the middle of the day. The midday break, enforced by the Ministry of Human Resources and Emiratisation (MoHRE), is now in its 22nd year, and it changes how a day of crane or forklift work on an Abu Dhabi site has to be planned. This guide sets out what the rule says and how to schedule equipment hire around it.
What the Rule Says
From 15 June to 15 September, work under direct sunlight and in open areas is not allowed between 12:30 pm and 3:00 pm. Employers must provide shaded rest areas, cooling and drinking water for workers during the break. MoHRE announces the rule each year and reports compliance rates above 99 per cent, and inspections during the period are routine.
The rule has exemptions for work that must continue without interruption for technical or public-interest reasons. The examples MoHRE gives include asphalt laying and concrete pouring where stopping is not feasible, and work needed to prevent a hazard or repair a fault affecting the wider community. A routine crane lift or forklift job is not in that category, so it is planned around the break rather than granted an exception.
What It Means for a Day of Crane Work
A mobile crane on an outdoor lift is outdoor work. In practice the summer working day splits into two windows: from first light until 12:30 pm, and from 3:00 pm until the end of the shift. Three consequences follow.
Lifts have to fit inside a window. A lift that takes four hours cannot start at 10:00 am. Either it starts early enough to finish before 12:30 pm, or it is split into stages with a safe stopping point before the break. Our pre-lift safety checklist covers how to plan a lift in stages, including where the load can be set down safely if work has to stop.
The crane may stand idle, but it is still on hire. The break is paid time for the crew and hire time for the machine. If the day's lifts can be grouped into the morning window, a crane booked for a half day may do the work a full day would otherwise have done.
Early starts matter more. Dispatch at Maxtgc runs 24/7, so a crane can be on site and set up before the heat of the day. Abu Dhabi's heavy-vehicle restricted hours on city roads start in the early morning, which is another reason to plan crane arrival for the previous evening or very early.
What It Means for Forklift Work
Forklift work inside a warehouse or workshop, out of direct sunlight, is outside the rule's scope. Forklift work in an open yard, a container stuffing bay or on a construction site is not. For Mussafah and KEZAD operators this usually means:
- yard and container work is pushed into the morning and late afternoon
- indoor floor work continues through the break, subject to your own heat-stress policy
- a long day of outdoor handling may need two shorter hires rather than one long one
If your forklift operator is supplied by the rental company, the break applies to them in the same way as to your own staff.
Planning Deliveries Around the Break
Equipment arrives on a trailer, and offloading it in the open is outdoor work for the crew doing it. A forklift or crane that arrives at 12:15 pm sits on the trailer until 3:00 pm. Plan deliveries for early morning, which for Abu Dhabi city also means checking the heavy-vehicle restricted hours published by Abu Dhabi Mobility, or for late afternoon.
For long-distance deliveries, such as Ruwais or Dubai, the break can fall in the middle of the journey. The driver is not working in the open while driving, but the offloading at the far end has to be timed for after 3:00 pm or planned for the following morning.
A Summer Planning Checklist
- Group outdoor lifts and yard work into the morning window where possible.
- For lifts longer than the window, agree a safe stopping point with the crane operator before starting.
- Book early starts, and arrange crane arrival the previous evening if road restrictions make a dawn arrival difficult.
- Time deliveries for before 12:30 pm or after 3:00 pm.
- Provide the shaded rest area, cooling and water the rule requires, for hired crews as well as your own.
- Confirm the current year's dates and hours with MoHRE before the season starts.
